According to recent revelations from Canadian Immigration Minister Marc Miller, Canada plans to issue approximately 292,000 study permits to college and undergraduate international students in 2024.
Canada plans to issue approximately 292,000 study permits to international graduate and undergraduate students in 2024, according to recent reports from Canadian Immigration Minister Marc Miller.
Initially, the upper limit was set at around 360,000 students, then the number of approved study permits was reduced by 35% over the next two years.
However, Minister Miller clarified that the statutory authority does not include restrictions on approved visas, only applications reviewed by Immigration, Refugees and Citizenship Canada (IRCC). “All I can do is limit applications, not actually issue visas,” Miller said.
Population-based consumption
This cap is intended to control population-based consumption across Canada. Excluding primary and secondary schools as well as university master’s and doctoral programs, around 360,000 study permits will be approved in 2024, assuming an approval rate of 60 percent.
Study permit caps
State governments are responsible for enforcing study permit caps, and state governments expect IRCC to issue Provincial Certificates (PALs) to eligible international students.
New applicants currently require a Letter of Acceptance (LOA) and a PAL from each state’s Designated Educational Institution (DLI).
So far, only British Columbia and Alberta have announced PAL delivery systems. Eligible students can apply for PAL through their DLI and contact the provincial government.
The federal government has set a deadline of March 31, 2024 for provincial governments to adopt and implement the PAL service system, a significant change for international students wishing to study in Canada.
